Works on most pics (screencaps, candids, stills etc) but you’ll need to add simple curves to lighten up, and decrease or increase the vibrance if needed. I play a lot with this coloring when I use it - it has been on all my latest edits. I edit the color balance to get every time a different shade of this coloring so it fits the pics I am editing. Used H E R E

Works better on lighter images, but you can add curves to fit it to darker pics. The coloring has this ‘romantic’ effect because of the gaussian blur. Copy your base then do blur > gaussian blur with a value under 10 and put it on soft light, then with a soft white brush with 50% opacity, go lighten up the areas where it’s clear the light hits the person/things on your pic. If necessary, use gaussian blur again. Copy this layer and this time use the motion blur with a random setting. Used on T H I S edit.

D O W N L O A D - works well on dark and light gifs, but it suits darker pics more. On light gifs, I suggest you to adjust the RGB Curves. Remember to always try!
